Should we be successful in obtaining recognition from the Board of Trade as a Technical School exempting from certain periods of works service in the training of Marine Engineers, I would be in favour of raising the fee for these classes affected to $120 p.a.

It is never found feasible to have a flat rate fee

for all classes in any Technical Institution.

It is probable that, if the School meets with the

degree of success which seems likely, additional courses which do not require extra European staff will be added, thus increas-

ing the effective fees revenue considerably.

Expenditure.

Expenditure for a Trade School may be divided into

the following subheads.

(a) Administration

(b) Instructional Staff

(c) Fuel, light, and power

(a) Consumable stores

(e) Depreciation of Machinery, etc.

(f) Incidentials.
